Youlia Lozanova brings 20 years of experience in digital development, specializing in policy and regulation for the ICT sector and digital markets. Youlia leads ITU’s research and analysis on digital policy trends and collaborative governance. She is also the ITU lead on policy and regulatory benchmarking, namely the ICT Regulatory Tracker and the G5 Benchmark for fifth generation collaborative digital regulation. These tools assess the readiness of policy, legal and governance frameworks for digital transformation at the national, regional and global level. Her current focus is on bridging innovation and policy by developing a policy acceleration playbook and tools to help regulators navigate the rapid and constant changes in digital markets. A graduate in Political Science from Sofia University, she holds a Master’s in Public Policy from the University of
Geneva and a Master’s in Development in Vulnerable Countries from the Geneva Graduate Institute.
